Actions

The LAIKA project actions (ACTION) is based on a methodological approach developed by the partners under the framework of the Cartesio network, focussing on the definition and the implementation of strategies targeting the decrease of greenhouse gas emissions from local authorities.

ACTION 1: Enforcement of the methodology described in the Cartesio Guidelines, defined and shared between the partners, to support on one hand the accounting of the climate-changing gas emissions, and on the other hand the evaluation of the eligibility of the existing measures towards the reduction of emissions, in the context of a local level planning process.

In this first project stage:

  • the partner municipalities will define their own territorial baseline which will outline the “state of the art” of the greenhouse gas emissions at a local level and their future development (inventory of the emissions and Business-as-usual scenario);
  • the municipalities will set their own objectives to decrease the emissions (in order to contribute in an effective way to the Kyoto and 20-20-20 objectives), identifying the priority sectors of intervention and drafting a list of actions and measures;
  • each municipality will develop a draft action plan for climate, which shall include all the above mentioned elements;
  • CE.Si.S.P. – Centre for the development and the sustainability of Products – will carry out an evaluation on the eligibility of the actions and measures included in the Climate Action Plans, taking into consideration the eligibility criteria proposed in the Cartesio Guidelines which are based, amongst other criteria, on the ISO 14064-2 norm and on the UNFCCC standards.

ACTION 2: Enforcement of the methodology described in the Cartesio Guidelines, defined and shared between the partners, during the implementation and monitoring of the planned measures focussing on the decrease of the greenhouse gas emissions at local level.
In order to evaluate the effectiveness of the gas emissions decrease measures implemented, a monitoring instrument will be set-up, which will include a set of indicators and a guidelines document. The monitoring will be divided in two fases which corresponds to a mid-term and to a final measuring.

ACTION 3: Establishment of a system for the enhancement of the economy and for the allocation of incentives supporting both the achievements of the objectives focussing on the decrease of climate-changing gas emissions and the experimental implementation of a scheme for the assignment and the exchange of emission credits, supported by the local authorities.
An official register will be created for the emission credits. The register will be the base for a platform finalised towards the exchange of credits.
Additionally, the criteria and methods used for the acknowledgement of the emission credits in the European, national and local call for fundings, will be studied.

ACTION 4: Dissemination activity
Dissemination activities foresee regular seminars and workshops, the project website creation and the production of promotional materials such as brochures, flyers, posters and the project cd-rom.
Two conferences will be organised. The first will be held during the mid-term phase of the project while the the second conference will be held at the end of the project. At the end of the project an After-LIFE+ Communication Plan will be drafted, in order to disseminate the results.

ACTION 5: project management and coordination
An Open Group will be estabilished, constituted by external subjects holding a key role in the implementation of the decided methodology and its reproduction at an international level (Regions, Government, European Institutions and International Networks). It will assess and validate the methodology and the results of the project.
